Craig Johansen with the Emery County Special Service District #1 said two contractors had been to the site showing of the Rilda Canyon road project. When the bids were received, only one of the contractors had bid on the construction of the road.
Johansen said the bid was from Nielson’s Construction and the bid was in the ballpark and a fair bid. The engineer’s estimate last year was $1.4 million and the bid was received this year with the increases in prices at $1.5 million. “It would be in our best interest to begin this project as soon as possible,” said Johansen.
The board of special service district accepted the bid, and the representatives from PacifiCorp informed the board that as soon as the office runs through the bid, the work will probably begin.
From this point, Rilda Canyon may begin as early as 30 days. The project is expected to be completed in 120 days from then. All permits are in hand, so the construction may begin as soon as possible.
The South Moore phase two documentation has been submitted to the Utah Department of Transportation. It has been nearly two weeks since that paperwork was submitted. As for the South Moore phase three, the documentation has been submitted for a week. “Hopefully we will begin the bid process in April,” stated Johansen. “The process will be electronic bidding with an individual site showing for each construction company. ”
Johansen reported that as of March 9, Johansen and Tuttle is under contract for the engineering and design of phases five and six of the South Moore road. “We will begin those phases very soon,” said Johansen.
Howard Tuttle reported that if the weather continues to be mild, the Temple Mountain road work can begin again. “We will talk with Nielson’s and work out the details. We can begin paving on that project with a week of dirt work first.” The board approved this action if the parties wait until after Easter weekend to do the work.
Johansen reported that the paperwork has been submitted to the US Forest Service for the proposed paving project into the Reeder subdivision. The design work has been completed along with the county’s traffic counts, which substantiate the design documentation.
The permit approval for the Lila Canyon road is expected to take 30-45 days. Jay Marshall requested information concerning the steps in the process for this road construction project. “We will begin to move on this project as soon as the required permits are obtained,” said Marshall.
The board approved the 2007 fiscal year second quarter mineral lease allocations. The allocation is $873,520.57 and will be allocated as: Emery County Special Service District #1-$349,408.22; Municipal Building Authority of Emery County-$253,320.97; Castle Valley Special Service District-$113,557.67; Emery County Recreation Special Service District-$69,881.65; Emery County Fire Protection Special Service District-$69,881.65; and North Emery Water Users Special Service District-$17, 470.41.
The next meeting of the Emery County Special Service District #1 will be held April 9 in the courthouse in Castle Dale at 4 p.m.
