Congress should pass a new law to deal with the prudential no-win wars. To be in line with the U.S. Constitution that Congress should have the power to declare war and as soon as it is declared by Congress, then the president has the power to win the war by allowing the War Powers Act to kick in.
This would unify the Nation to win, as one party would not be fighting the other.
When Pres. Richard Nixon was in office, he would have won the Vietnam war.
All foreign aid should be cut off from Pakistan until they hand over Osama Bin Laden for justice.
The same with displaced Palestine leaders, whose real purpose is to start wars with Israel.
The best foreign aid package we have are Mexican national who work in this country and send their money direct to the loved ones in Mexico.
