Orangeville swears in new youth council

Amy Marx of Orangeville appeared before the City Council with a request to use the Community Center or the city building for a womens exercise group. Five or six women would meet twice a week in the morning from 8:30’9:30 a.m. Because there isn’t a TV in the Community Center, the City Building would work better. Amy said they would work with the city to avoid any conflicts in schedules. This group is open to anyone and does not charge a fee to participate. The City Council approved the no charge use of the city building for this group on a trial basis.
The City Recorder Ruanne Leeflang administered the oath of office to the Youth City Council with Adrie Huntington as Mayor, while Courtney Tuttle and Ashley Stilson are Council Members. Carmen Humphrey is the advisor to the Youth City Council.
Greg Jewkes requested an animal permit on his half acre lot. Dennis Tuttle ‘ Zoning Administrator reviewed this request and found him eligible to have one animal unit. He plans to raise rabbits and could have as many as 26 rabbits in one animal unit. His request for one animal unit permit was granted.
Mayor Pat Jones, led a discussion about increasing garbage collection fees, due to the increase in the cost of garbage collection. The lowest bidder at the last City Council meeting for garbage collection was Emery County Sanitation. If the city had gone with the bid from City Sanitation the city would have been paying $10.75 per garbage can in 2010 and they would have wanted a higher fee this year.
Emery County Sanitation was the low bidder and is the current contractor. As fuel prices go up, there may need to be a fuel surcharge added by Emery Sanitation. The suggested fee increase would bring the cost per garbage can to $6. The second garbage can charge will be $4.50. This change will not be in place until the fiscal year starts the first of July 2011. On the first of July many other city fees will also go up. A public hearing will be held in May to get public input.
Ordinance 2011’1 Solicitors licenses instruction and application was discussed by Carole Larsen’Planning Commission. Without a penalty the ordinance is difficult to enforce. The following has been added to the penalty portion of the ordinance 2011’1. The city may take whatever legal action deemed necessary. This is included on the application and the solicitors business license instruction and in the code. The following has been added under the background check. The applicant will be responsible for any fees incurred for that background check by the city. The city added $35 per day of solicitation. The applicant will indicate that they have read the code. A public hearing will be held March 10 to change the ordinance 2011’1 Residential Solicitation.
Dennis Tuttle ‘ Zoning Administrator reported that Bob Wilson has property near Orangeville City Cemetery and Mill Dam Road that he wants to subdivide. He has completed the first step by making up a concept plan and has shown this plan to Dennis Tuttle to determine the requirements necessary for a subdivision in and around Orangeville. This will be called a minor subdivision as it is less than 10 lots but more than two lots. Dennis advised Wilson that a sewer line would have to be installed as septic tanks are not allowed for new construction in the city of Orangeville. The utilities would need to be installed by the subdivider along with curb and gutter on the streets. Wilson wants the subdivision zoned RR’1 or agriculture ‘ residential which means each lot is one acre. Some of his land is in the county and those county lots could be two or more acres. No action was taken as Wilson has to meet with Jacob Sharp of the Special Services District about this subdivision. The city council indicated that they were willing to work with Wilson to help complete this subdivision.
Cindy Nielson asked if the council wants to proceed with building a walking path from Castle Dale to Orangeville. This is a project that has been discussed for several years. She suggested a committee be formed or a council member take charge of this project. No decision was made.
Courtney Cox is asking for city residents to volunteer, if they would like to serve on a city beautification committee this year.
Jeffrey Tuttle spoke about the progress of the Adobe Wash irrigation, pipe line project and snow depth on the mountains. There is more snow on the other side of the mountain this year. Orangeville water usage for last year 2010 was 833 acre feet. In 2009, Orangeville used 727 acre feet of water. In 2008, 805 acre feet of water. The higher water usage last year is possibly due to not having water restrictions during 2010.
There are eight cloud seeders on the mountains. The cloud seeder above Fairview has already used up a 500 gallon tank of propane. There is a lot of snow on the mountains from the Skyline down on that side. “We have very positive news on the snow depth this year. The rains we got early saturated the soil so the snow melt will run off into the reservoirs instead of soaking into the ground. The soil moisture is above normal at this time,” said Jeffrey Tuttle.
Tuttle was appointed to vote the water shares owned by the city at the Cottonwood Creek Consolidated Irrigation Company annual meeting.
Mark Tuttle indicated that Jordan and Jonathan Snow were working on Eagle Projects that includes benches and an information board at the gazebo in the cemetery.
Mayor Jones mentioned David Robertson will be putting a rain gutter on the fire station after the snow goes off the roof. He also mentioned the need for a sprinkler system, power and a building to house equipment for the cemetery project. Mayor Jones said the water issue may be solved when the city hooks into the new system. Water isn’t expected to be in the new pipeline until 2014.
