Elmo City

The Elmo city council met for their June meeting. The position of animal control still has not been filled. A person in Castle Dale called about the position, but never sent a letter to the city. There is interest from a 17 year old citizen. The city will have to contact the insurance company to see if they are allowed to hire a minor to be employed and operate a city vehicle. A motion was made to hire the 17 year old applicant if the city insurance permits his hiring. If the city receives any other applicants they will be considered as well. A catch pole and cages are available from the sheriff’s office. The council motioned to purchase a catch pole, not to exceed $200.
The city has been looking to purchase a multi-purpose tractor to be used for city improvements and to dig graves at the cemetery. None of the tractors could dig deep enough for the graves. The council considered buying a backhoe, but that would cost too much money. The council decided to look for a multi-purpose tractor to purchase. They will put out a notice for available backhoe operators to dig graves when it was necessary. The operator will be compensated financially for their services.
The city discussed Christmas decorations for the light poles in the city. One company has a buy one a regular cost and get the next one half off deal. The deal ended the day of the council meeting, but they will see if they can extend the offer. The council motioned to purchase Christmas decorations for the light poles, not to exceed $5,000.
The sidewalk project is 80 percent complete. The city motioned to pay the amount due of, $50,748.53 to the contractor.
The council discussed allowing mobile homes in the city. A form memo was filled out by a resident seeking to put a mobile home in Elmo and taken to the county for a building permit. The mobile home must meet all county requirements and is to be inspected by an inspector. The question arose does Elmo city need to look at the zoning laws for mobile homes, to ensure that Elmo city is an appealing and safe community for the residents to live in. It will be put on the agenda for the next meeting with a public hearing. Modification to the city code to amend section, 2.024C4 to have mobile homes on a permanent foundation of masonry or concrete and amend 2-0187 to make for a minimum width of 20 feet for mobile homes.
The broken sprinkler has been fixed. The city needs to replace several sprinklers because they are well over 10 years old and will not turn. The sprinklers cost from $40 to $90. There is still money in the parks and recreation fund to fix the sprinklers.
The city needs to ensure operators of the new mower are properly trained on its use. One set of keys will be keep at the city office. The tractor will be made available for the summer hires to expedite their mowing. The council voted to pay the bills and last meetings minutes were approved.
