Castle Dale City discusses EMS documents

Castle Dale City will be hosting their annual Christmas Party on Dec. 16 at 6 p.m. There will be a dinner and a special visitor. Erin Oliverson, the Youth City Council Mayor spoke to the council. She asked what the City Council wants them to assist the city with and Mayor Danny Van Wagoner said that they could always use volunteers at the Welcome Center, and he wants the names and phone numbers of the youth council members. The Youth City Council will need to attend a future City Council meeting, so they can be sworn in. Councilman Jacob Barnett said the youth council plans on helping with the Christmas Party.
Dallin Braun asked for Council approval to erect a sandstone sign for the Welcome Center for his Eagle Scout Project. He gave a sketch of the proposed sign to the Council, and asked if the City could help with funding. He was planning on obtaining the stone from a quarry in Wellington. Councilman Brad Giles knows a place closer to Castle Dale where they can get some sandstone.
Mayor Van Wagoner read a letter to the Council from the LDS Church about the renewal of the Park Lease. “We still have the park, and don’t have to replace the roof, so it’s a good thing,” said Mayor Van Wagoner.
Jacob Barnett noted that we now need to budget money to upgrade the sprinkler system in the City Park.
Councilman Giles asked the office staff to put together an electronic database of every ordinance that could be sorted by title, ordinance number and keywords, and which Council member is in charge of that ordinance.
They also want copies of the seven most important ordinances to give to the Council Member in charge, and for Kerry, Seth and Jared. They would like these posted to the City’s website also.
Kerry Lake on the land use committee said, “We had our meeting this week, and discussed the General Plan. We also approved a Home Occupation Business License for a hair salon.”
He said they were still having water metering problems at the High School. Nosh and Jackie will look into this.
Jared Lofthouse, the ordinance enforcer reported on how he handles complaints. He responds to complaints he or the City Hall receives. He also does his own observation throughout the City. He keeps track of observed infractions, and contacts the resident if it continues. Contact is through a personal visit or a door hanger. If the infraction is not resolved, then it is brought to the attention of the Council.
Mayor Van Wagoner asked Jared to notify City Hall as well as the Council Member, when he contacts the resident, so they will be aware of the problem.
Nosh suggested a triplicate form similar to the one he uses for Fire Code violations. Jared said there were four unresolved problems, mostly involving trees and weeds on vacant lots.
Ignacio Arrien from the fire department reported, “We had an elevator rescue last week.
When the elevator company representative came to Castle Dale later, he gave us some instruction on elevators. We have had a couple of fires from the Fall burns.
The Fire Dept Award and Christmas Party is Dec 14 at 6 p.m. at the Fire Station. We will have Fire School in January in St. George. eight of our 12 current firefighters will attend.
Seth Smith is having surgery from a previous injury on December 17. He will be in a cast, but will still be able to do most of his job.
Nosh asked about snow removal at the City Hall. Mayor Van Wagoner said to not worry about it.
Commissioner Ethan Migliori presented the current draft of the EMS Agreement to the Council. Mayor Van Wagoner noted that it should be called the EEMS agreement, and questioned the budgeting shortfall wording.
Commissioner Migliori said that it meant the County would help if needed, but the Agency should be self sustaining, and Cities would not be expected to provide funding. The Agreement is meant to be a guideline, and is not legally binding.
Brad Giles suggested that the board members not be EMT’s. Migliori said he recommended that one-third or less of the board members be EMT’s, and wants diversity on the board.
Mayor Van Wagoner said to add HIPAA to point #4. He would have this approved by the City Attorney, and noted that this agreement was how the EMS system used to run.
Commissioner Migliori asked the Council about the Pioneer Museum, and what the future of this building is. He would like to see the Museum move to the first floor, and the County and City would need a formal agreement when City Hall is moved to the new building, if the Pioneer Museum is going to continue to be in this building.
Giles noted that a citizen approached the City about using the building for a non-profit theater company, and leasing to other organizations for meetings, but because of other commitments, that is not going to happen now.
Councilman Barnett reported he went to the County Rec meeting. They had good ideas for the County Fair, and suggested that every City needs to have a City worker at the Fairgrounds during the Fair.
The County Fair will be at the first weekend of August. He suggested contacting the property owners near the Fairgrounds, and offering having the City clean up the lot in exchange for allowing the property to be used for parking during the Fair.
Councilman Giles asked about the new approaches that were poured during the sidewalk project. Have the property owners been billed? Nosh said that he would prepare a bill for the Napa approach.
All of the others have been taken care of. Giles noted they did a good job on the sidewalk project.
He will report the burned out streetlights to the power company to be replaced.
Mayor Van Wagoner talked about the alcohol ordinance, and how it will affect the bar on the highway that may be sold in the future. There is a church next door.
Amanda Leonard, the new Event Coordinator for the County will have her office in the Welcome Center. The mayor has talked to more local artists about having their work displayed there.
