Emery Town forms youth council

Bret Tennant reports to the Emery Town council on the youth council activities.

Emery Town has recently formed a Youth City Council and during the town council meeting, the youth council was introduced. Mistie Christiansen is the advisor, with members of the youth council being Lacie McArthur, Jesse Baker, Taryn Baker, Denny Mangum and Jaylene Mangum. Bret Tennant, reported that the youth council is planning to sponsor the dance during the Pioneer Days celebration. The dance will be held on July 22, with Al Shakespaere as the DJ.
The town council then addressed an issue of water meter charges to an apartment building in town. Mayor Michael Williams said that the apartment building has four units, with three units being occupied at the current time. At present, the apartment is being charged the same rate as a single unit dwelling in Emery. During a typical month, the building goes over the usage allotment for a single dwelling.
Mayor Williams stated that other commercially billed establishments in Emery are charged at a different rate, and it is his feeling that this building should be charged a commercial rate to differentiate it from single unit dwellings. The council agreed and entered into a discussion of possible rate changes.
The decision was made to charge a flat fee for the sewer and for four garbage cans. As for the water, it was decided to charge $50 for the multiple unit rate, and when the 20,000 gallon limit is reached, to apply a $15 overage fee for each 10,000 gallons of water used. For secondary water, the standard fee will be charged.
Councilman Eric Anderson reported that he is investigating the installation of dumpsters in Emery for the town residents to use. He said that other towns in Emery County are doing this as a benefit to their residents. One of the other towns has the dumpsters fenced off to eliminate garbage blowing away from the site. He also noted that a cement pad would be beneficial. The council tabled any action on this item until more information can be obtained.
Susan Praast displayed the plaque to be installed on the new climbing rock in the park. The plaque is in honor of the winners of the contest to name the new attraction in the park. The winners were Justin and Ariel Sundstrom and their submission was “Mini Mt. Emery.” Along with having the plaque mounted on the rock, the winners will also receive a cash prize.
Emery Town is accepting bids for the removal and trimming of trees in the town’s cemetery. Only one written bid has been received, so the council approved to table any action on this item until more bids are received.
Several other bids are anticipated.
Praast told the council that the town office has received numerous complaints concerning dogs running loose in town. Mayor Williams explained the town’s policy on this matter.
The first step in the process is to write a letter of warning, or to verbally warn the owners of the animals.
The next step, if no action is taken on the part of the owners, is to write the party a citation.
Following the writing of a citation, the dog owner will be required to appear before the justice court judge and face a fine.
Marie Anderson, of the Emery County Recreation board, reported concerning the upcoming rodeo to be held during the Emery County Fair in Castle Dale.
She encouraged all council members and Emery residents to support the rodeo.
Another item Anderson reported was concerning an ATV class to be held in Castle Dale on July 20.
This class is designed to make ATV riders, age 8-16, legal to ride on public lands.
The next Emery Town meeting will be held on Aug. 9 at 6 p.m. in town hall.
