Today at about 4:45 p.m., on KSL Radio, I heard an interview with Utah’s Governor, John Huntsman. He talked about just finishing two days in Mexico in which he talked with many government officials, including Mexican President Fox. He said he negotiated economic issues, possibly including the sale in Mexico of vehicles made in Utah. He said he discussed cultural issues, as many residents of Utah are hispanics and many of them are of Mexican origin. He said he also talked about immigration of people from Mexico to Utah. I don’t know if our Governor made any agreements or compacts. I don’t know if he had the special consent of Congress to enter into any such agreements. I don’t know if anyone cares about the US Constitution, to which our Governor is bound by his oath of office. But, just in case someone does care, Article I, Section 10, Paragraph 3 of the US Constitution, the Supreme Law of the Land, says, in part, “No state shall, without the consent of Congress, … enter into any agreement or compact with another state, or with a foreign power…”
If Governor Huntsman had a special permit from Congress, I apologize for this message. If, as Governor of Utah, he entered into any agreements with any Mexican officials, without such a permit, he would be guilty of perjury.
