Special commission meeting

The Emery County Commissioners met in a special commission meeting on Oct. 31. The special meeting was called because they won’t meet for their next meeting until Nov. 21 at 9 a.m. due to election day on Nov. 7.
Every four years the justice courts must be recertified. The Castle Dale and the Green River Justice Courts were up for this recertification. County Attorney David Blackwell has prepared the necessary paperwork for this recertification. The commission approved the resolution for the recertification. Commissioner Drew Sitterud noted that Castle Dale is a class two and Green River is a class three court.
Commissioner Ira Hatch said a public hearing must be set to gain input on the short term and long term project list for the Permanent Community Impact Funds Board. The project list contains items from both the cities and the county. The public hearing will be at the next commission meeting on Nov. 21 at 10 a.m. Also at the Nov. 21 meeting a discussion will be held on some roads being considered for abandonment. Letters have been sent to those involved with these roads.
The commissioners discussed some of the projects on the list. They also want additional projects added to the list including the Veteran’s Memorial, building at the gun range, airport project, additional portable bleachers, kitchen on the Museum of the San Rafael and other items.
Commissioner Hatch said they will prioritize this short and long term project list with the information gathered at the public hearing.
The commission approved the cooperative agreement/design engineering reimbursement between Emery County and UDOT on Phases V and VI of the South Moore Road project. Phases V and VI will include the paving of phases I through IV.
Commissioner Hatch said, “The final inspection on Phase II of the Moore road project was held on Oct. 30 and everything was OK with just a few minor details to be taken care of. The design and engineering phase of III and IV is moving ahead now. This project was made possible with the transportation bill and Rep. Jim Matheson. Within two-three years an oiled road will connect I-70 and SR-10.”
The commission approved an interlocal agreement between Emery County and Emery County Special Service District number one to provide funding for local authority match on Phases V and VI of the South Moore Project. Commissioner Hatch explained this agreement gives the district authority to act for the county on the Moore road project.
Commissioner Gary Kofford opened bids for the collection of scrap metal at the landfill. Ronald Barney was awarded the bid at $37 per ton. Commissioner Hatch said the landfill separates scrap and stockpiles it and this brings a little revenue back into the landfill.
One of the old sheriff’s vehicles has been donated to the Green River Medical Center.
In personnel action, Mary Huntington, personnel director asked for the approval of Jolene Dalton as the new assistant librarian at the Green River library.
Eric Nelson was also approved for a step increase due to his successful completion of his six month orientation.
