The incubator building formerly the Utah Power training facility, was a gift from Utah Power to Emery County and the building may change ownership again if it becomes a part of the Applied Technology college. |
The Emery County Municipal Building Authority meets monthly to discuss upcoming building projects in the county. The board agreed to pay a bill for $53,480 to fix the heating problems at the Museum of the San Rafael. The project is yet to be complete and the check will be available for payment when the job is finished.
The next item was the building of the new Justice Court and Green River Senior Citizen Center. Commissioner Ira Hatch said they are having a little bit of trouble procuring the land for the Justice Court but the land for the Senior Center is ready. There was a little discussion on whether the Justice Court should be left off the project at this time. Commissioner Hatch said the CIB application included the Justice Court and the project should be left intact and they should be moved forward.
Commissioner Hatch said they will get the architect going on the project with the land which is available at this time. Commissioner Drew Sitterud reminded the board that the CIB application for the next funding cycle must be in by March 1 for the April CIB distributions.

On the nursing home project addition the committee has toured several assisted living centers but no decisions have been made yet.
Sprinklers have also been installed at the Emery County Care and Rehab under the eaves and that project has been completed and tested and meets the requirements of the state fire marshall.
The next item of business was a discussion of the incubator building on Airport Road. Mike McCandless, economic development director said the Utah Board of Regents is considering acquiring the building for use by the Applied Technology College as a training center. If this is approved they would acquire the building from the county. McCandless also said there is a possiblity the site could be used as a satellite location for the Western Energy Training Center which is located in Willow Creek.
The lease of the current occupant of the incubator building will come to an end on Dec. 31. He will have 60 days to vacate the building and make any necessary cleanup.
McCandless was instructed by the board to write letters to all parties involved and inform them of the decision by the MBA board to wait until the decision comes from the Board of Regents before making any decisions regarding the incubator building. All equipment belonging to the county will remain in the building. The Board of Regents will meet in January where this item will be on their agenda.
Commissioner Sitterud reported the pool initiative passed at the November election and things are proceeding forward with the project. He has met with all the utilities except Questar. The tax notice concerning the pool went out in the newspaper per Truth in Taxation requirements.
Commissioner Sitterud is meeting with the Emery County School District concerning the donation of the land for the pool. The county is paying for a title search and then after that is completed the land transfer will take place.
Commissioner Hatch reported they have made applications to the aeronautical division of the Utah Department of Transportation for improvements at the Huntington Airport. The house and possibly the electrical will need to be moved to create a clear zone for the new hangars and fueling system. The parking and road will be relocated behind where the building and hangars are currently located. These are two different projects and they will be done in several phases as money becomes available.
Commissioner Hatch said, “Emery County has been very proactive getting their cadastral mapping done.
Commissioner Drew Sitterud said the state parks has agreed to put a dock at Joe’s Valley where a low water boat ramp was installed two years ago. The US Forest Service will be the boat dock manager and the county will provide a backhoe for the installation of the new boat dock in the spring. The dock will be 16 feet long and 8 feet wide with a walkway on rollers. The dock will be pulled out of the water each winter.
Other items added on for purchase included the money for the salt shed for the road department, roofing for the courthouse and the walk-in refrigerator repair at the sheriff’s complex.
Commissioner Hatch reported the senior citizen Christmas party had gone well and was well attended by the seniors. Maughn Guymon, director for the seniors commented the seniors had enjoyed the party and thanked the commission for putting it on for them.
Commissioner Sitterud said they are in the process of an agreement with the school district for the transfer of property for the new pool facility. The school district will have free use of the pool for their swim team and also two days a year will bring every student in the county including Green River to use the pool. The school district will provide a janitor and their own lifeguards on these occasions. The district may also use the pool for an incentive program for students receiving good grades who might be rewarded with pool passes.
Darrel Leamaster, manager of the Castle Valley Special Service District said the road to the pool will be completed in 2007.
Design work on the pool will begin in earnest in January.
The commission meeting went into the public hearing to amend the 2006 budget. This was done and needed adjustments were made.
Leamaster also explained the changes in the CVSSD budget where the CIB had granted them additional grant money to deal with increased construction costs on their projects. The amended budget reflects this added amount.
The commission approved the 2006 amended budgets.
The public hearing was then held for public input on the 2007 budget. This budget includes the $100,000 tax increase approved by voters at the November election for the yearly maintenance of the pool. The 2007 budget also includes a 4 percent cost of living increase for elected officials and a two step increase for other county employees which equates to approximately a 4 percent cost of living increase.
In the public hearing process it was determined that the $5 million received by the CIB for the pool building should be reflected in the budget. The commission approved the 2007 budget with the addition of the pool money. A complete budget is on the Emery County website.
