The Castle Valley Special Service District board awarded the 2007 crack sealing project to Superior Asphalt, they were the low bidders on the project that will take place in Ferron. The bid, in the amount of $39,720 will provide for crack sealing on the streets of Ferron, and there may be some streets in Emery that will be done also.
Craig Johansen informed the board of the Ferron chip and seal project bidding process. “We received a bid from Hales and that was the only bid we received. They were bidding against the engineer’s estimate, and there is a $30,000 difference,” he said.
Johansen also stated that all indications are favorable that when the Permanent Community Impact Board meets on March 1, the district will be awarded the necessary extra money to pay for this project. “We cannot award this bid until after we know the final numbers. Although we may be able to award it on the contingency of the CIB decision,” said Johansen.
According to Darrel Leamaster, the completion of the 2006 curb and gutter projects around the county are necessary before the paving can begin for 2007. Leamaster recommended giving the construction company notice that these projects must be complete within 30 days. He said this time frame includes 10 days to mobilze, 10 days to complete the work and a 10 day period stormy weather and extra work.
Bids will be going out for curb and gutter projects in Orangeville, Ferron and Emery soon. The bids should be back in before the March meeting. The site showings will be March 2 and the bid opening is scheduled for March 15.
In regard to the drainage, curb, gutter and street projects for 2007, the district has talked with most cities about their needs. The projects are being scheduled and their requests for extra work will be paid for by the requesting city.
CVSSD’s work crew will be working in Huntington and Orangeville this season. In Huntington, a water and sewer line project will be completed on 200 West and 200 North. This project will accommodate two new homes to be constructed in the area.
In Orangeville, a sewer line project will be done on 300 South, and on 200 West from 200 South to 400 South, a water project will be completed. These projects are being done to accommodate new home construction and provide improved fire protection in the area.
Another project to be considered by the crew is a sewer problem in Castle Dale. There are several businesses along Main Street that are having problems. Leamaster is proposing an extension of several lines to connect with these businesses to alleviate the problems.
“We are also looking into extending culinary and secondary water lines into the new swimming pool site. Castle Dale City has already stated that the road will be paved and the curb and gutter work will be completed,” said Leamaster.
Leamaster reported on the work being finished at the Emery water treatment plant. Some repair work has been completed, and the water treatment plant units have been leveled. This relieved some stress on the piping and improved the operation.
The Ferron lagoons restoration project has begun with Nielson Construction hauling in 9,800 yards of fill. The Division of Wildlife Resources is interested in developing a fishing pond at the lagoons. Options for access to the pond is being explored.
Johansen gave the water update. He stated that Seeley Creek, Buck Flat, Red Pine Ridge, Mammoth/Cottonwood and White River are all in the low 50s or high 40s, and the basin wide average is 54 percent. “In January, all of the drainages were down around 40 percent but with the several small storms we have had lately, the percentages rose a little,” said Johansen.
