To begin the recent Emery City Council meeting, a public hearing was held to hear public comment on amending the 2007-2008 budget and the proposed 2008-2009 budget. Following discussion of the issues and amendments, the council members discussed a proposed utility rate increase and a local utility tax. When the public hearing was closed, the council accepted the proposed budget for the town for 2008-2009.
Marian Mangum gave a report concerning the Pioneer Day Celebration. Grand Marshal for the festivities will be Wayne Staley and kid’s games, ball games, a pageant, dinner, rodeo, parade, and prizes will be held. She said plans are underway and a good celebration is expected.
Mayor Mistie Christiansen announced she had signed a letter of intent for the cell phone tower project. The paperwork will take approximately 60 days. She also announced the application with the Permanent Community Impact Board is on the agenda for the October funding cycle. This application is for the new town hall and fire station building the town is hoping to build.
Another announcement by Mayor Christiansen is that Emery Telcom is considering to put a WiFi hotspot in the city park in Emery.
Town recorder Suzy Praast was given instruction by the council concerning overdue water bill payments. “We have quite a few mounting up and approaching the 60 day overdue limit,” said Praast. “I need direction as how to handle this problem.”
The mayor and council are the ultimate decision makers in Emery as to when to turn off a water connection. The final decision will be made by the mayor with discussion from the council, and the resident in question will be notified before any actions are taken. Payment plans can be arranged.
Instructions were given to Councilman Patrick Sundstrom to begin issuing citations to residents who have not licensed their dogs. Another dog problem that has received complaints is dogs running loose in the town. Sundstrom will look into the problems.
Councilman Eric Anderson informed the council of a situation concerning the recent curb, gutter and drainage project. He said the special service district has been to Emery to view the problems and will take care of them.
Councilperson Corinne Dalton stated the annexation plan is ready to go. The proposed annexation in Emery will continue due to all the necessary signatures being received.
The Emery Town Council meets the second Tuesday of each month at 6 p.m. at town hall.
