Commission approves meeting schedules for 2010

The commission approved the meeting schedule for the commission for 2010. They will meet the second and fourth Tuesday of each month at 9 a.m., except in January when the first meeting is Jan. 5. The Green River meeting will be on Aug. 21 at 9 a.m.
The holiday schedule for 2010 was approved with New Years, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day, Pioneer Day, Labor Day, Veterans Day, Columbus Day, Thanksgiving Thursday and Friday and half day Christmas Eve and Christmas Day being approved as holidays for county employees.
In the last meeting of 2009 for the Emery County commission they approved the amendments to the 2009 budget and the 2010 budget as presented. Two public hearings were held to receive public input on opening and amending the 2009 budget for the Emery County General Fund, special revenue funds, capitol project funds and for the Castle Valley Special Service District. The other hearing was for any comments on the 2010 budget.
Eleven old radios were disposed of from the Emery County Sheriffs Office. In personnel items Luann Koch will be hired as a 90 day temporary for the Aquatics Center. Cameron Nerdin was approved as the county building inspector.
Ariauna Arrien was approved for a 3 percent increase after successful completion of her six month orientation period. It was approved to place all existing part-time lifeguards on a grade 5 and all new hire lifeguards will be a grade 4.
Out of state travel was approved for Tina Carter to attend the tourism trade shows upcoming in 2010. The commission discussed and approved the resolution and authorized the execution of a fourth amended interlocal cooperation agreement with other members of Utah Counties Insurance Pool, relating to the establishment, funding and operation of Utah Counties insurance pool.
Mike McCandless, economic development director, explained the resolution for submission of an application to the state of Utah designating commercial and industrial zones as enterprise zones. The county has had enterprise zones since 1999. These zones help companies who are doing expansions obtain credits on their taxes. “It is a big benefit for the county. This is the third time for the renewal with the state. They are renewed every five years,” said McCandless.
The commission approved a new fee schedule for the Aquatics Center. Quarterly passes will now be available. Yearly pass holders can have aquasize classes for free.
The right of way renewal agreement for the Cedar Mountain communication structure was approved. This is good for five years and public lands director Ray Petersen said they will see if it can be extended longer than that if possible.
The commission said the only member for the museum of the San Rafael board without an expired term is Jan Petersen. Ramal Jones, Dawnette Tuttle, Kent Petersen, Pete Jones, Cliff Oviatt and Jeff Horrocks terms have expired. The same people can reapply if they want and other interested citizens can apply. The commission will advertise these positions.
The official SITLA lease for the industrial park near Green River was signed on Dec. 9. It just needs an official signature and address from the county to come into affect.
The consideration and approval of the transfer of Title III secure rural school funds to the Emery County general fund for expenditures incurred by the county for search and rescue and other emergency services performed on federal lands was approved. The amount was $19,660 and was advertised that it would be used for this purpose.
In the commission reports Jeff Horrocks reported he attended the Emery County Care and Rehab remodel meeting. The pioneer museum in the Castle Dale City Hall building has a leaky ceiling. He contacted the Castle Dale Mayor Neal Peacock and the structure is sound, but there are leakage problems. “Our main concern is protecting the items at the pioneer museum. They are irreplaceable. The firemen met and discussed training and fire trucks. Cleveland is building a new fire station and they are laying brick. I attended the RAC meeting and they are working on the bear hunting. We had a Christmas get together and we wish the people of Emery County a Merry Christmas and Happy New Year,” said Commissioner Horrocks.
Commissioner Laurie Pitchforth reported the Emery County Care and Rehab project is moving along nicely. Carter Construction is taking a two week break over the holidays and will resume work in January. They hope by the end of January they will be moving into the work in the south wing. The work has been on the offices and the kitchen and laundry portion of the building. No work is being done on the roof.
Commissioner Pitchforth reported she attended Festive Friday where they gave ideas for Christmas and she encouraged those who hadn’t attended one to do so because they are fun and filled with fresh ideas for holidays. The Senior Christmas party was held and the elected officials helped serve. The Green River seniors brought cinnamon rolls for everyone and the Ferron seniors brought bread to share. “It was a nice party. I’d like to thank everyone for what they do for our county,” said Commissioner Pitchforth.
Commissioner Gary Kofford reported the road projects are on hold for now until the weather breaks.
