On Oct. 6, the Huntington City Council held a special city council meeting to specifically discuss several items. First item on the agenda was the discussion of banning the sales or use of the intoxicating chemical compounds as incense or aromatics.These intoxicants are commonly sold as Spice, Black Mamba, K-2, Puff, Sugar Sticks, etc.
With the Emery County Sheriff Drug Task Force department in attendance along with Sheriff Guymon offering input, the city council unanimously approved ordinance 6-2010 that makes it a Class B misdemeanor subject to a jail term not to exceed six months and a fine not to exceed $1000 or both if the product is possessed, used, sold, manufactured or distributed. Also included as actions in violation of this ordinance are purchasing, attempting to purchase, displaying for sale, give, trade or bartering, dispensing or digesting.
These compounds are often used as alternatives to marijuana with the long-term health effects are unknown at this time.
In other city business, the use at the garbage lift station north of the ball complex was discussed. While most users of this facility use the facility properly, there are always a few that do things their own way. The city discussed ways to bring all into compliance so that the facility can long be used by all.
The problems at the site are dumping of items that should not be dumped, dumping in the wrong place, starting fires in or out of dumpsters and other deeds that cause undue work for city employees.
It was decided by the council to hire a part-time caretaker, to see about dumping the dumpsters more often, having hours of use posted and enforced, install a new gate and installing signage.
The use and future of “Greens Grove” was also discussed. Greens Grove is an area of about 55 acres located north of Center Street and east of 400 East in Huntington. This is also an area that dumping has occurred over the years. All dumping at this site is now in violation of city ordinance and will result in fines if caught.
The future use of this site was discussed in conjunction with implementing a master facilities plan as part of the city’s general plan. The discussion centered on making this area a vital part of Huntington’s recreational future.
A walking trail, a disc golf course, a fishing pond, a decorative pond, an ice rink, a RV parking lot, a tent camping site, a new skateboard park, a sand volleyball facility, horseshoe pits, a golf driving range, putting green and chipping area, and a picnic area were all discussed.
The regularly scheduled city council meeting will be held at its scheduled time and date on Oct. 20 at 6:30 p.m.
