The Emery County Commission re-appointed Commissioner Jeff Horrocks as the commission chairman for 2013. Lee Moss from the San Rafael Conservation District gave an update of the districts activities and projects. The conservation districts have been around since the dust bowls of the 1920s. They work to conserve natural resources. Moss said he serves on the conservation board along with Leon McElprang, Russell Jensen, Joe Begay, Ted Curtis and Roger Barton. The county contributes to the conservation district and that money is used to pay an assistant who works managing projects for the district. Recent projects the district has been involved with is the pressurized irrigation system that came to Lawrence. This allows ditch water for crop irrigation, use at homes for lawns and gardens and the Lawrence cemetery. The district also deals with several issues including range management, fish and wildlife management and many other areas. Moss gave a copy of the needs assessment done by the conservation district to each commissioner.
Commissioner James Nelson pointed out the district is heavily involved in all of the pressurized irrigation projects going in throughout the county.
The county approved a contract with Johansen and Tuttle for $4,000 for a survey on possible locations for debris basins along Huntington Creek, these basins would catch debris before it could cause damage.
Commissioner Nelson said a meeting needs to be set-up with all the groups involved with water and land along Huntington Creek. Including the forest service, Huntington Cleveland Irrigation Company, Huntington City, the county, power company, UDOT and others to coordinate efforts for damage repairs due to the fire. The money for the survey could come from the NRCS grant the county has received.
The commission renewed the contract for Government Matters LLC for government issues and public lands consultation. This contract is with Randy Johnson who is helping with the Emery County Public Lands Management Act. The contract is for $15,000 and travel fees are assessed separately. Commissioner Jeff Horrocks noted that Mr. Johnson consults for other counties as well and travel expenses are shared by these counties.
The commission approved a contribution for $6,600 for the TV show County Seat. They do spotlights on various counties and Commissioner Nelson said Emery County is featured quite often. The show will feature 30 second spots on Emery County and the county needs to come up with the content for these spots.
The commission approved a credit card for Commissioner Ethan Migliori. Commissioner Nelson explained the elected officials carry a county credit card for travel and other expenses and it is very handy and works well and reduces paperwork.
Commissioner Nelson will go to the Green River Canal Company stockholders meeting to vote the county’s three shares.
The commission extended the contract for the upgrades to the low income apartments for the replacement of bathroom fixtures and flooring.
The commission approved the request from Sprint Nextel to upgrade their equipment on the East Rim Communications site.
The commission approved Richard Seely, LoriAnn Larsen and LaMar Guymon to sit on the Emery County Care board. Richard Jensen and Merrell Swasey were approved for the Emery County Special Service District number one. Kent Wilson and James Nelson were approved for the two open seats on the Castle Valley Special Service District.
The Homeland Security articles of agreement and award were approved by the commission. There is $180,000 to be split between Emery and Carbon counties. The contract was approved between the county and the Utah State Extension Educational work for 2013.
Commissioner Nelson reported the pool committee has resolved the swim team issues for which it was formed. The Emery County Travel Bureau is releasing an Emery County app which will have information about the county and lodging, food, tourist attractions and other travel related information including maps. He has been attending CIB meetings with Huntington City and will be going again next month to try to get funding to help with the clean-up after the fire. He met with the state on the RS2477 roads and it doesn’t look like they will be filing on the roads for five years. Emery County submitted in 2006 a lot of documentation and testimonies on the roads and now many of these older people have passed away. “I hope we can get something done to preserve the roads,” said Commissioner Horrocks. He also welcomed Ethan Migliori the newest commissioner.
Commissioner Migliori said he appreciates the opportunity he has to serve the county.
The local building authority met after commission meeting. Commissioner Nelson was elected the chairman of the LBA. The board approved to let the bid for the weed and mosquito building and parking lot. Johansen and Tuttle the engineers will take care of the bidding process on the new building.
The fuel tanks at the airport will be moved and a prefab shower and rest room facility will be added this year.
