Mayor Danny Van Wagoner welcomed everyone to the Castle Dale City meeting.
Roxanne Jensen from the Castle Dale Library reported they had a successful summer reading program and many children attended the Closing Party. She asked if the City wanted the Library to help with the letters to Santa again this year. Councilmember Dixie Thompson said yes.
The library has received a grant to digitize photos and documents to post on a searchable website that will be available to the public. They are going to use some photographs from the Pioneer Museum and would like to use some photographs from the city. They want pictures of buildings especially.
Shirley Begay from the Emery County Archives showed the council some examples of how they preserve and document the photographs. They need information about the origin of the photos, and they also need to be originals. The Emery County Archives houses old papers, books, clothing and oral and written histories. They have over 800 personal histories. They have research files and first hand accounts of events that have happened.
Council member Julie Johansen said they should work with the City Archivist, Carolyn Jorgensen. Their goal is to have 100 pictures turned in, with possibly 50 digitized and posted on the data bases.
The council held a public hearing on a proposed zoning change. Dr Kent McKell addressed the council.
“We did discuss this last month. Since the curb and gutter is going in on the street, and people have from time to time asked me about buying a lot in this area, I am requesting a zoning change to R-8000. I would like to sell one-half acre lots on the property abutting the street.”
Thompson made a motion to approve the zoning change. Johansen seconded the motion. All agreed, and the re-zoning passed. It was noted that there was no master plan for the area, and the subdivision will need to be approved before any building takes place.
The Land Use Committee could determine where future roadways will go through the property. When that land is dedicated to the City, the City will build the road.
Johansen told Dr McKell that until he sells a lot he won’t need to do anything else. But when he does sell a lot he will need to meet with the land use committee to ensure the lot meets all requirements.
Council member Brad Giles said, “The current development code states that the developer doesn’t need to have a plat to sell six or fewer lots. I want to make it fewer lots than six.”
Council member Doug Weaver said we need a master plan to determine where the roads will be so the lots there can’t be sold and developed. Johansen said the Land Use Committee needs a request from the Council to develop a Master Plan for that area.
The land use committee chairman Kerry Lake said, “The reserving of land for roads can also be done with a request to the property owner.”
Mayor Van Wagoner said, “I am requesting a Master Plan for that area from the Land Use Committee.”
Dixie Thompson made a motion to pass the amendment Julie Johansen seconded the motion and the amendment passed as written.
The council discussed Little Valley View Park.
Giles said, “The City is retaining that property for access for possible future development to the west. It is 80′ feet all the way through. There are easements for natural gas, water lines and the lot cannot be built on.”
Sherrie Fausett wants the land to make room on the north side of her house to take a bale wagon behind her home.
Council member Joel Dorsch said, “I propose we lease the property to the Fausetts and they take care of it. We would lease it for 20 years for $50 a year. If the City needs the property, they will give 30 days notice to the Fausetts.”
Before the property is leased, there needs to be a public hearing, with notification in the newspaper. We need to also notify the adjacent property owners.
The council agreed to a $200 deposit for use of the Rodeo Grounds. If the grounds are cleaned after use the deposit will be refunded.
In the Outdoor Arena, sometimes it takes the City Crews 8 hours times three workers to clean the arena. Some users clean up, and some do not.
The council tabled the discussion on the parking of semi-trucks in the city. They will request information from other towns on how they deal with trucks and it will be discussed in the future.
Jackie Collard said, “We have had in the past two months 79 people tell us they want to be able to pay electronically. Twenty one of the 29 shut
off letter accounts want to be able to pay electronically.”
Mayor Van Wagoner said, “I will talk to Zion’s Bank about methods and costs. The office staff will talk to Orangeville City about what they do, and what are
the costs.”
The Ladder truck for the fire department is now certified. Nosh Arrien said, “We can use it for Commercial Building fires and extraction. We have one
firefighter certified for rappelling and basket dropping. Two other firefighters including myself are going to be certified soon. We do not have a title for the old fire truck. Mayor Van Wagoner said to get with the Sheriff’s office and they can help with this.”
“There are many grants available to build a new fire station. I am working on this and hope to get it to where it won’t cost the city anything but property,” said Arrien.
Thompson said, “We need to send letters to the two property owners who did
not respond to our first letters.
Brad Giles said The CIB Board met and informed us that they are wanting to fund a railroad between Duchesne and Emma Park. They will not be funding other
projects for two years. We did not get money for a new building. They may change their minds if there is enough political pressure. We need to call
our State Representatives.”
Johansen said the city is still in need of CERT people. She said, “We have had people volunteer, but they have not come to the meetings.”
The next Castle Dale City meeting will be on Nov. 13.
