The Orangeville City Council met for their March meeting. Camrey Johnson and Ashley Byington wanted the City Council to make a donation to help them with the cost of attending Girls State at Weber College the first week in June to learn about politics, run for offices in an example of a typical city to understand more about how government works. The city council approved a donation of $100 and requested that the girls return and report the things they may have learned.
Councilwoman Carol Stilson requested a donation be made to the Community Theatre. Mayor Swenson said the Community Theatre provides an outstanding service to the community. The City Council approved a donation of $100. Next the City Council reviewed the bids for replacing the old worn carpeting in the City Hall meeting room and hallway to the offices. The successful bidder was A1 Flooring of Castle Dale. The carpet will be installed for $5,545.80.
B & T Company owned by Bruce Funk of Clawson was the successful bidder for the painting and texturing of the walls and ceiling in the city hall meeting room and hallway to the offices for $2,465.00.
After the city attorney reviewed and updated the Orangeville City Policies and Procedures Manual it was approved by the city council. A change was made to the drug testing policy for employees that requires employees coming back to work after an absence to be drug tested.
Part of the Orangeville City Policies and Procedures covers Conflict of Interest and in a previous meeting, before the Policies and Procedures were adopted, some members of the city council wanted to make sure that no conflicts of interest existed. The city attorney has reviewed the conflict of interest section in the manual. The city policy states, no elected official or employee of the city may have personal investments in any business entity, which will create a substantial conflict between their private interests and their public duties. All elected officials and employees of the city are prohibited from making, participating in making, or attempting in any way to use his or her official position to influence a city decision in which the person knows or has reason to know he or she has a financial interest.
Cindy Nielson reported that she would be ordering new chairs for around the table as the current chairs in the meeting room are worn out.
Stilson announced the City Cleanup Day would be April 25 from 8 a.m. to noon. Kent Wilson indicated that City Sanitation would provide dumpsters at four city locations starting on April 17 through May 1.
Ruanne Leeflang reminded the council that she is working on the city budget and that the city budget is due in May. Tom Baltzer reported the damaged head stones in the city cemetery are being repaired. The $14,000 lawn mower for the cemetery has been ordered from Cutlers in Orem and arrangements are being made to pick up and deliver the mower.
Travis Tuttle representing the Recreation Department thanked the city for maintaining the ball fields. He said softball and baseball requires two different type of pitching mounds. For softball there is no mound but a flat plate and baseball uses a raised mound. Travis recommended the city purchase portable pitcher mounds for the baseball games. The portable pitcher mound will be removed for softball games. The portable pitching mounds cost from $2,000 to $2,700 each.
They are said to be safer for the players than a pile of dirt used as a pitchers mound. They have about $3,500 in the budget at this time.
Mayor Swenson suggested considering the vacant field across the road and East of the current ball field at the city park to become a ball field for the girls’ softball games.
Gayla and Garth Luke have accepted the request to be in charge of the Orangeville City Celebration in July.
Mayor Swenson reported the 23rd National Army Guard Band will march in the parade and then play a concert in the park during Orangeville Days.
