The Cleveland City Council filled two vacant council seats at the September meeting. Kristyn Vose and Cindy Ward were sworn in by city clerk Shannon World. Mayor Kobi Erni welcomed them to the council and gave them their council assignments. Councilwoman Vose will attend the planning and zoning commission on the first Wednesday of each month. She will also attend the recreation district meetings, the second Monday, every other month. Her holiday to help with will be Christmas where the city has a Christmas Eve party each year.
Councilwoman Ward will attend the LEPC meetings with the county emergency planning team at the sheriff’s office. Her holiday will be the Easter egg hunt. The council members will also need to visit the bank so they can sign checks to pay the city’s bills. They will receive keys to the building. Everyone on the council helps with the Cleveland Days celebration.
The council opened the bids for the sidewalk project. Only one contractor attended the site showing. The bid is to finish 40th North and down by Bret Hansens. One bid came in from B. Hansen Construction in the amount of $9,245.50. The bid was approved.
The council talked about the 2017 priority project list for the Castle Valley Special Service District. The council would like to add a project by the elementary school. They would like to have the retaining wall behind the school taken out and a slope to the sidewalk added. They would like to take out the trees and widen the road through there. They will need to contact the school district to see if the project meets their approval. There is a lot of traffic in the area during soccer games on the field. It would be a good project to get the road widened through there. Other projects on the list include curb and gutter. Everyone is to consider projects to add to the list.
The Guardian Flight insurance was renewed for the council members. Cost is $40 per year. Mayor Erni said he would like to extend the coverage for the fire fighters to purchase if they choose.
Mayor Erni explained to the new council members they will receive the bills on email so they can review them before the meeting.
In the council reports Councilman Taylor wondered if the roads which have been surfaced recently have been added to the B and C road lists with the state. The city receives maintenance funds for these roads. The city will check into this and make sure all eligible roads are included.
Joe Wandell said he has talked to the local sanitation companies about bringing a roll-off dumpster for use by Cleveland residents. The sanitation provider for Cleveland is City Sanitation and they will bring in a dumpster and keep it emptied. The new dumpster will be put where the burn pile is now. Another dumpster will be added at the site in the near future as well. The dumpsters will be open during the days and on weekends as needed. The city will make signs which list which items can be dumped at the site and which are illegal.
Mayor Erni said he has attended meetings on the Emergency Management System. The county can’t afford insurance for the EMTs so the county is creating a new agency to take care of EMS. The cities are giving input into the agency and a subcommittee is now in place and they will work out the kinks for the new service. Cleveland doesn’t have the EMTs to run a service. Cleveland is too small to pay insurance for EMTs. The best situation would be more EMTs so the hours each EMT worked would go down. If this was the case, the county wouldn’t have to worry about EMTs going over hours.
Cleveland will put out a request for proposals to help maintain their city equipment and fire trucks.
