Castle Dale hosts first meeting in new building

Castle Dale City hosted their April meeting in the newly constructed city building. The building also houses the Emery Water Conservancy District and the Castle Valley Special Service District offices. An open house was also held at the new building the day before the council meeting.
The council discussed water leak relief and the difference between residential and business accounts. Highway 29 now has a stock watering line and should not use culinary water for stock. Councilman Brad Giles mentioned that a leak between the meter and the first branching of the pipe would be a reasonable limit. It was suggested that an arrangement could be made at the meeting when an appeal was made by a citizen, whether the balance of the payment would be paid within a specified time or if a payment schedule would be offered.  A fair policy will be developed and put in writing to be voted on next month during a public meeting.
The current lease of Little Valley View Park was discussed.  The lessee has taken down the fence (the Council had given permission). It was decided that when the current lessee moves or sells their house that they should put the fence back up as is had been originally.
It was suggested that some efforts be made to fix it up as a functioning park, rather than just more grass to mow. Possibly a sandbox or trees.
Nosh Arrien discussed the development of TAP (Trust Accountability Program) programs to qualify our City for better insurance rates.
Any accident that requires a trip to the clinic also requires a urinalysis. Arrien has instituted programs to meet the requirements, including driver qualification program with the mayor as the fleet manager, and a return to work program.
The old city hall building is all cleaned up. The gas is off, water and power are still on and the  building is locked up.
It has been asked that the City support the High School Honor Roll page in the newspaper. It would cost $100 for a year. Jacob made a motion to approve the $100.  There was no second and the motion died.
The staff should be at city council meetings once a month unless there is a valid reason and they have given notice before the meeting.
Giles suggested that we deduct $25 if they are simply absent. This will be put on the Agenda for next month.
Arrien said the fire department will have two second captains rather than an assistant fire chief.  Kim Rollins has been promoted to second lieutenant.
Doug Weaver mentioned there have been concerns about trusting other firefighters. We feel that the concerns were addressed at the meeting.  There are trainings available now to us that were not there before. The new hybrid technique will be helpful to our fire department The Utah Fire Academy from Utah Valley University will give training with “homework” and when the “homework” is done they will come back to test on it. Volunteer firefighters now have three years rather than one to complete the training to rise in their levels. There may be a downgrade to everybody and then as they move up it will be more legitimate.  
We have a no tolerance policy regarding hazing and bullying. We will reinstitute the Quarterly Meetings between the Fire Department Officers and the Council.
In the Council Reports: Brad Giles: One on one sessions of the conference in St. George were really good. The salt shed is on the A list, #5. Road drainage, curb and apron will be in conjunction with CVSSD. Curb should start next month.
Jacob Barnett: Concerns about people coming to Council meeting to discuss problems rather than contacting one council member or resorting to social media.
Joel Dorsch: The Easter egg hunt was successful. 3,750 eggs were filled, by a volunteer. The council expresses thanks to her.
There were 22 horse trailers accommodated due to the new arrangements at the old ball field. As Joel and the mayor were cleaning streets after, a crew of our Emery High School Rodeo Club members showed up to help.  
We will get some mosquito fish for the pond to help with mosquito control. Joel asked permission to try to move the flag pole from old city hall and relocate it to the cemetery.  The mayor asked for a vote on removing the “City Hall” letters from the building.
The Mayor requested approval for Castle Dale to make plans to put on a Special Needs Olympics for Emery County special needs people. The community needs this.  We will get the schools behind this.
