Castle Dale City to pay Emery County to run election

Mayor Dan Van Wagoner welcomed everyone to the June meeting.
Council Member Weaver gave an opening statement. Mayor Van Wagoner said, “Since our Congressman will resign June 30, there will be an election for that seat this year. The State Legislature has tasked the Counties with running the Municipal Election in November. Brenda Tuttle, the County Clerk, has asked the Cities for funding, because the County had not budgeted those funds. We have $650 in our next year’s budget. $110 of that will be used for Legal Notices. I am in favor of turning the remaining $540 over to the County. That is what we would spend if we were to run the election.”
Council Member Jacob Barnett moved to pay Emery County $540 for the Municipal Election. Tammy Duncan spoke to the council about Riding Club. The Riding Club is no longer sponsored by the 4-H, so we are no longer covered by their insurance. We have about 40 youth participate, and are a working ranch horse club. I am asking for a fee waiver for six events over the summer. Castle Dale would then be listed as a sponsor.
Treasurer Collard gave Duncan a liability waiver she could use.
Council member Brad Giles was concerned about the $250 donation limit. Council member Dorsch stated that when the Arena was built, it was agreed that the city would never charge the Horse 4-H, Riding Club and High School Rodeo.
Council Member Dorsch reminded Ms. Duncan that this doesn’t mean the Riding Club Members have a membership at the Arena and asked her to encourage them to purchase a membership.
Recorder Lael White presented the Budget to the Council, and went over each line item. Some changes were made.
Kerry Lake from the Land Use Committee had a citizen concern about the High School water charges that have been discussed. Council Member Giles had recommended the City leave the charges as they are. The School Board and Superintendent would like to meet with him to discuss this. Council Member Giles agreed to do this.
The Land Use Committee met in May and approved a Home Occupation Business license for Ben Carroll for repairing band instruments.
The Committee discussed Short Term Rentals and reviewed a sample ordinance from Hurricane. A representative from SEUALG was at the meeting and will work with them to simplify this ordinance for review and approval at the meeting in July. Short Term Rentals will be considered a Home Occupation Business.
Emily White resigned from the Land Use Committee.
Jared Lofthouse gave the Code Enforcement report.
He has had several complaints about water use. He has talked to the citizens and tried to get them to comply with water wise practices. There have been four property maintenance complaints.
There was a complaint about a person living in an RV in a driveway and dumping waste water on the ground. He has visited the property and hasn’t been able to speak to the owners and has not seen evidence of waste water dumped on the ground.
Later in the meeting Lofthouse stated he had been able to contact the owners and they admitted to dumping waste water on the ground. The incident will be turned over to the Emery County Sheriff.
Seth Smith: Animal Control said there has been one dog on dog attack. The owner of the offending dog was out of town and will be contacted when he returns.
Fire Chief Nosh Arrien gave the fire department report. “We have had some new people coming in and now have 16 firefighters and two youth firefighters. We are waiting on the results of the tests for Red Cards that were taken in May. We will know if we are receiving a grant on June 15.
Tyler Frisbee and Richard Hayward have completed their probation and need to be approved as firefighters. The Crew has a safety meeting with SEUALG in Price on June 21.
Mayor Van Wagoner gave some projections on raises for workers ranging from 1 percent to 6 percent.
Council member Dorsch proposed the City give Nosh Arrien a 6 percent raise, Chris Bingham and Seth Smith a 4 percent raise, and Jackie Collard and Lael White a 2 percent raise. Council Member Doug Weaver proposed giving Seth Smith an additional 50 cent per hour raise because of the difficult nature of his duties as Animal Control Officer, He has also not had any raises since he was hired.
Council Member Giles said the Castle Valley Special Service District has decided to not do the planned part of the 200 North (Twirly Hill) project this year, but will do the complete project next year. The Apron on Esquire Estates will still be done this year.
