Commissioner Kent Wilson said they met with the three counties comprising the health department and there will be some changes in board members as terms expire.
The health department board will meet to approve the interim director as the permanent director.
Commissioner Wilson is glad the health department board is moving forward and in the right direction. “It would be impossible for us to keep the same level of care,” said Commissioner Wilson referring to what the county would be required to do if they took care of all the mandated health department requirements as an individual county.
There are three mandated positions which would need to be maintained. Banding with the three counties, Grand, Carbon and Emery would be under the same obligations but all three counties would work to meet all obligations.
Commissioner Wilson said he attended a Grand County council meeting and met with them to share Emery County’s perspective.
The Emery County Commissioners heard from Michael Bryant. He presented information on the programs and services offered by the Southeastern Utah Association of Local Governments.
He said their new website is up and running and you can read about all the different programs offered on the website. They also host workshops to help cities and towns work through the paperwork to apply for grants.
The commission approved the amended CIB list for FY 2018. They have added the purchase of vehicles for the HEAT and food bank program to the CIB list.
Lowell Morris will be included as a medical provider under the Emery County Jail Risk and Needs Screening Diagnosis and Assessment program, funded by the State of Utah, Commissioner on Criminal and Juvenile Justice for the County Performance Incentive Program.
The commission accepted the award of the 2017 State Homeland Security Program Grant for Region VI, Emery and Carbon counties. The grant is for approximately $97,000 and will be split between the two counties.
Funds will go towards supplies for the dive team and ropes team. There are items on an approved list where the money has to be spent. Some will also be spent to alert people to the See Something, Say Something program which aids in stopping crimes by reporting suspicious activity.
The county will begin taking bids for the removal of debris from the Huntington Ball Complex to widen the existing roadway and parking area. Dirt will be taken from the existing hill and the hill will be squared up to prevent rocks from rolling down. Approximately 10,000 yards of dirt will need to be removed from the hill.
County Clerk Brenda Tuttle presented the 2018 tentative budget for Emery County and Jacob Sharp presented the tentative budget for the Castle Valley Special Service District. The budgets are beginning points and any changes to the budget need to be completed before approval in December. Sharp said when they borrow from the CIB they use short term loans which they pay back quickly. They work to keep the taxes flat so the businesses and citizens know what to plan for.
Commissioner Kent Wilson said he has been on the CVSSD board for four years and knows they are frugal with their money and do a good job.
On Nov. 10 the American Legion will present a Veteran’s program at the Veterans monument in Castle Dale at 11 a.m.

Alex Stilson was selected as a part time Head Lifeguard working 19 3/4 hours per week.
Eli Beagley, Deegan Minchey, and Hannah Morris were selected as part time lifeguards working up to 19 3/4 hours per week.
The board approved to temporarily promote Tyson Huntington from Patrol Deputy II to Detective I for a period up to three years. This promotion includes a 3 percent wage increase while performing detective duties.
