The council looked at some overages on water bills. One might be a leak on the Castle Valley Special Service District line.
Betty Moore and Carolyn Randall spoke for the Habitat for Humanity. “There was a leak in the Habitat for Humanity House. It is now repaired. The family that lived in there previously didn’t pay their water bill, and Jackie from City Hall was unable to contact them. We foreclosed on the property and repaired the leak, but the process took some time. The water was shut off in June. We have a new family moving in, and are requesting relief on the overage charges.”
The council approved relief in the amount of $424.30.
Neal Peacock presented a document to the Council with his plan for leasing the City Hall Building for a theater. It will be named the Off Center Theater.
He is concerned about what will happen to the building with the City moves its offices into the new building. This will provide a way to make the building last longer, and provide more theater entertainment to the area. The State of Utah has money available for grants to local arts groups, and the Carbon, Emery area is under-represented.
They have plans to do plays during the City Celebration and County Fair, and let other groups use the building as a theater and meeting place.
He would like to include the chairs in the Council Room, and the spare folding chairs as part of the lease.
Peacock read a letter from the Emery County Economic Development Director, Jordan Leonard in support of this proposal.
Mayor Van Wagoner said that the cost of insuring the building is $3,200 per year, the proposed lease of $12 per year wouldn’t cover that, but he is in favor of the proposal, if there is an agreement on a lease amount. It looks favorable that the chairs could stay in the building. The City would maintain the outside of the building.
Council person, Julie Johansen said that there is money available for grants. She is in favor of the City paying the utilities, and half of the insurance amount.
Jake Frandsen spoke to the council. He wants to annex about 12 acres of property adjacent to City Boundaries on Ghost Road. He wants to build a house there. The Land Use Committee has met and has agreed that this be presented to City Council. Approval was given to proceed on the annexation.
Kerry Lake said the Land Use Committee met and elected Clyde Huntsman as the Committee Chairman.
Ignacio Arrien reported they went to Castle Dale Elementary for Fire Prevention Day. “We are down to 12 Fire Fighters. The new members that need to be approved are: Austin Rollins, Richard Hayward, Cody Madsen, and Colton Austin.
The Sidewalks will be done on Monday. We still have to clean up and move the cones, and put down road base. The Asphalt will have to wait until Spring
We had the Safety Classes with ULGT. They also taught us about the sidewalks. The City needs to have a three year rotation for repairing sidewalks. Year one is inspection, year two is schedule and year three is repair.
Castle Dale City had their audit and it went well.
The city was awarded a grant for the climbing wall for $25,000. Councilman Joel Dorsch reported The Christmas Party will be Dec. 16 at the recreation center.
Councilman Jacob Barnett reported they had their first Youth City Council meeting and had only one youth show up. They discussed recruitment. “We will have a once a month meeting, on the third Thursday of the month,” said Barnett.
Doug Weaver talked about stray cats, and if the Citizen feeds the cats for two weeks, then they are considered to be their pets, and the City won’t trap them and transport to the shelter for free.
Mayor Van Wagoner reported he went to the Outdoor Recreation Meeting in Moab. Tourism saves local taxpayers money. The new city Building is 66 percent done. The parking lot pavement and the sheetrock are being done this week. On Oct. 28 we will have an open house for the Welcome Center.
